Building regulations and landlord checks for electrical work

The Planning Portal says some electrical work is notifiable under the building regulations: a new consumer unit or fuse box, a complete new circuit such as a ring or lighting circuit, and alterations to existing circuits in special locations such as the space around a bath or shower. An installer registered with a competent person scheme can self-certify that work. If the installer is not registered, a building control body or, in England, a registered third-party certifier has to inspect, approve and certify it.

Landlords in England have their own duty. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require the electrical installation in a rented home to be inspected and tested by a qualified person at least every 5 years. A copy of the report goes to existing tenants within 28 days, to new tenants before they move in, and to the council within 7 days of a written request, and any remedial work must be done within 28 days or sooner if the report says so.
